Born on March 1, 1969 in Kokrajhar district, Assam, Hagrama Mohilary serves his 4th term as CEM (sworn in October 2025). As President of Bodoland People's Front and instrumental figure in the establishment of BTC in 2003, he has dedicated his leadership to sustainable peace, economic growth, and social harmony for Bodoland.

About Bodoland Territorial Council

The Bodoland Territorial Council (BTC) was established in 2003 following the signing of the Bodo Accord, creating an autonomous self-governing body for the Bodo people within the state of Assam.

Covering four districts - Kokrajhar, Chirang, Baksa, and Udalguri - BTC governs an area of approximately 8,970 square kilometers with a population of over 3 million people.

Under visionary leadership, BTC has transformed the region from a conflict zone to a model of sustainable development, focusing on education, healthcare, infrastructure, agriculture, and tourism while preserving the unique Bodo cultural heritage.
